Chicago Man Charged With Driving Illegal Junk Truck in Glenview

Richard Spandiary, 38, of the 5600 block of North Karlov Avenue in Chicago, was arrested and charged with multiple offenses following an investigation in the 3300 block of Milwaukee Avenue on Thursday, Oct. 24, according to police.

Spandiary is charged with unlawful possession of an open title, unlawful operation of a salvage/junk vehicle, driving without a valid license, operating a vehicle with expired registration and operating an uninsured motor vehicle, police said.
