There should be some distinction made between equipment used for construction/landscaping and for weather/emergency conditions. Power generators are needed 24/7 if there’s a power outage. Likewise, it’s important to allow snowblowers at all times during extreme winter storms. Clear pathways are needed for the fire department and ambulance crews in case of emergency. Leaf blowers are another matter. I wish that they would be banned. At minimum, hearing protection should be required for all workers using leaf blowers.
